Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
Revenue to the State Road Fund (SRF) is not changed by this bill. However, the existing transfer of funds from line 9017 (SRF) to 9040 (IAR) will increase from $3M to $6M. Additionally, the amount of funding available to each municipality or county each fiscal year will increase from $400K to $800K. Any remaining money in the fund will revert back to the SRF (9017) at the end of each fiscal year.

Explanation of above estimates (including long-range effect):
The bill does not increase or decrease revenue to the SRF. Pursuant to W. Va. Code 17-3A-1, 3/4 of 1% of all collections otherwise specifically dedicated to the SRF will be deposited into the IAR Fund at a minimum of $3M per fiscal year. This bill will increase the amount of the IAR transfer to $6M each fiscal year.
