Effect this measure will have on costs and revenues of state government.
This proposed legislation increases the pay of substitute teachers to be the same as a full-time teacher. In its current form, there is no fiscal impact on the State; however, there would be additional personnel costs incurred by the individual county boards of education. The West Virginia Department of Education (WVDE) does not have the data necessary to provide an accurate cost estimate.

Explanation of above estimates (including long-range effect):
The WVDE does not maintain sufficient data to calculate the fiscal impact of this legislation.
Specifically, WVDE does not collect or track statewide data on the duration of substitute assignments or the frequency with which substitute teachers serve under 10 or 30 consecutive instructional days in the same position. As a result, WVDE cannot calculate the additional costs that may result from the revised salary requirements.
While the exact fiscal impact cannot be quantified, it is anticipated that this legislation will result in additional personnel expenditures borne by the county boards of education. The extent of the impact will vary by county and will depend on local substitute usage and locally applicable advanced salary rates. Because these factors are determined at the county level and are not reported in a manner that allows for statewide aggregation, WVDE lacks the data necessary to provide an accurate estimate of the total cost to the various county boards of education.
