Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create the public awareness campaign on mold threat in indoor environments with definitions, rules, and mold remediation standard of care. This program would require outreach and education of the public on the hazards of mold. This would also require work related to mold inspections and remediation be performed by licensed mold professionals. Subsequently this would also result in the need for the state to register all mold professionals and insure that they are trained. As well as creating rules and regulations related to mold. The Department estimates fiscal impact related to this legislation to be $105,857 initial year and $87,005 upon full implementation.

Explanation of above estimates (including long-range effect):


For Radiation Toxics and Indoor Air (RTIA) to establish a program to license mold professionals and perform public education and outreach related to mold would require additional staff. RTIA would need an Environmental Resources Specialist 2 (ERSPC2) market rate salary and benefits $86,225 ($63,870 plus fringes of $22,355 at 35%) to manage the new program. Total current expense is estimated at $19,632 ($5,000 training + $4,632 computer and phone + $10,000 outreach) first year and $780 ongoing for phone service. The amount for current expense includes additional training for the ERSPC2 specific to mold of ($5,000). This was estimated based on similar training programs that are regulated by the Department. This cost includes classes and out of state travel for two employees. Current expense would also include a laptop $1,010, extended warranty on power laptops $181, two monitors (24 inch) $288 @ $144 each, cell phone $57 (one-time) and $780 (ongoing) for a total of $4,632 ($2,316 for each employee), as well as outreach and education materials needed to educate the public of an estimated $10,000. This is based on other outreach campaigns conducted by radiation toxics and indoor air (RTIA) (Lead, Radon). RTIA has some printed material on mold that have been purchased with general funds. This is done in limited quantities because of that funding. With a specific mold awareness campaign, larger amounts of printed material would need purchased. Outreach for a mold campaign can also include advertisements such as billboards, ads, radio. Some outreach events (Homeshows, Health Fairs, Expos) do require vendor registrations and payments.
