Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The Commission will have to employ one person to handle the quality of service issues
with internet service providers at a cost of approximately $100,000. Over time that
cost will increase as salary, benefits and travel expenses increase due to inflation
and other reasons.
Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
The bill is unclear as to whether voice over internet protocol (VOIP) is included in
the "quality of service" issues with internet service providers. Currently WV Code 24-
2-1(e) provides that the Commission does not have jurisdiction over internet protocol-enabled service and VOIP. The proposed SB 213 should have a provision in it stating that '(d)(1) regardless of any other provision of this Code, the commission shall have jurisdiction………', OR WV Code 24-2-1(e) could be amended to provide for the Commission’s jurisdiction over "quality of service" issues related to internet service providers.
