Effect this measure will have on costs and revenues of state government.
This proposed legislation provides for the development and implementation of a five-year secondary school athletic trainer and career technical education program, including alignment with approved career and technical education pathways and compliance with West Virginia Secondary School Activities Commission regulations. The bill also outlines workforce recruitment and financial incentive components and establishes an implementation timeline.
In its current form, this legislation will result in increased state expenditures associated with the establishment of approximately 141 athletic trainer positions and approximately 133 teaching positions within the existing Sports Medicine career and technical education pathway. Additional costs are anticipated for recruitment, hiring, training, and retention of these personnel, as well as for loan repayment incentives for in-field graduates who commit to a minimum of two years of employment. While a state-approved Sports Medicine program of study already exists and is currently offered at eight high schools, statewide expansion would require additional staffing and related support costs. The bill does not establish a dedicated revenue source; therefore, any fiscal impact would be driven by increased personnel and incentive costs borne by the state.

This legislation would establish the following annual expenses when fully implemented:
Athletic Trainers
141 High Schools * Average Salary including Benefits ($65,260) = $9,201,660
CTE Teachers
133 Additional Schools * Average Salary including Benefits ($75,433) = $10,032,695
Classroom Supplies
$5,000 of materials for 141 high schools = $705,000
Recruitment
Advertising - $5,000 annually per county = $275,000
Hiring, Training, and Retention
Administrative processing, compliance, and professional development - $5,000 per county = $275,000
Loan Repayment
Estimate 25% (approximately 35) of the positions will be filled in this manner.
35 Athletic Trainers with an average of $52,000 debt = $1,820,000

For purposes of this document, the phased plan is calculated at a 25% increase to implementation annually to be fully implemented by July 1, 2031.
