Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to create the West Virginia Secondary School Athletic Trainer and Career Technical Education Program Act. This act will establish a five-year program to place licensed athletic trainers in all West Virginia secondary high schools and create career and technical education programs for athletic training in high school through the Board of Education. The program must begin on July 1, 2026, and be fully implemented by July 1, 2031. The bill includes workforce recruitment incentives such as student loan repayment and commitment to working in a secondary school for a minimum of two years. Based on other similar loan repayment programs administered by the Higher Education Policy Commission, it is estimated that 5 students will be awarded $15,000 each year. The cost would be $75,000 annually.

Explanation of above estimates (including long-range effect):
Individual awards of $15,000 are based on similar student loan repayment programs administered by the Higher Education policy Commission. Award estimates are derived from historical data on student graduates with athletic training degrees. Similar to other loan repayment programs, adjustments to award amounts or recipient numbers can depend on available funding.
