Explanation of above estimates (including long-range effect):
As this bill applies to all road projects, it is difficult to predict the fiscal estimates. The above estimate of $12M annually is an average of off-system projects managed by the DOH in the last 2 fiscal years. The estimate also accounts for the increased personnel needed to administer reimbursement to municipalities.
Memorandum
As this bill is not limited to roads in the state road system, it could implicate off-system bridges for which the DOH's ability to expend funds is limited by statute. To provide specific examples, the DOH is currently committed to 3 off-system bridge rehabilitation projects totaling $3.5M. Furthermore, the agency notes that offsets to state funding through this municipal mechanism would decrease the federal match available for such projects. There would be an anticipated decrease in DOH engineering expenses as that burden would shift to the municipality's engineers. That decrease in DOH expenses would be proportional to each project's scope and difficulty, and would be expected to be absorbed by the municipalities at a 1:1 ratio (assuming no economies of scale at the state level, and assuming that municipal efforts are completed to WVDOH
specifications).
