Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Assumptions Used: Approximately 250 fatal crash cases per year (obtained from Governor’s Highway Safety Program) would meet the criteria for mandatory toxicology testing under SB 499. The average cost per toxicology case is estimated at $400, inclusive of analyst labor, consumables, instrumentation usage, quality control, reporting, and administrative processing. Costs assume use of existing laboratory instrumentation, infrastructure and manpower.
