Effect this measure will have on costs and revenues of state government.
The bill would remove permitting DOH requirements related to commercial, industrial or
mercantile access points to benefit temporary logging or agricultural entrances and exits from the state road system. Additionally, it would limit the authority of the DOH with regard to entrance permits and traffic designs. This bill would additionally limit DOH authority of turning lanes and other
commercial level upgrades.

Explanation of above estimates (including long-range effect):
As this bill largely constricts the authority of the DOH with regard to logging and
agricultural access points to the state road system, and generally lessens DOH
authority in those contexts, it is expected to be cost neutral to the DOH. As this bill lessens DOH authority with respect to logging and agricultural road access
points, no fiscal impact is anticipated.
