Effect this measure will have on costs and revenues of state government.


The stated purpose of this bill is to create the West Virginia Common Cents Act. This bill would require merchants doing business in this state to price goods and services in the following manner: if the total price ends with one cent, two cents, six cents, or seven cents, that sum shall be rounded down to the nearest amount divisible by five. Additionally, if the total price ends with three cents, four cents, eight cents, or nine cents, that sum shall be rounded up to the nearest amount divisible by five. This pricing only applies to individuals paying with legal tender as opposed to electronic fund transfer, money order, credit card, debit card, electronic payment, or other instrument. This bill would have no impact on State revenue.
