Effect this measure will have on costs and revenues of state government.
This proposed legislation amends the School Access Safety Act to clarify that the school funding calculations be the average of the last three years of enrollment, or the current enrollment, whichever is highest. In its current form, this legislation does not have any fiscal impact on the West Virginia Department of Education or the West Virginia Board of Education because these funds are allocated by the School Building Authority of West Virginia (SBA); therefore, the Legislature should consider requesting fiscal impact information from the SBA.
