This proposed legislation creates a single cabinet-level Department of Workforce Services consolidating employment, rehabilitation, adult literacy, and public assistance work requirements (including the 80-hour federal Medicaid mandate) into one body, effective July 1, 2027. Since this legislation transfers adult education to a new department, the federal funding would likely be diverted to the new department also; therefore, this legislation does not have any fiscal impact on the West Virginia Board of Education or the West Virginia Department of Education.
