The fiscal impact of this draft bill is difficult to quantify. It appears that some offenders, if they would have a responsible party able to take them in, would avoid incarceration, thus saving money on a stay within the regional jail system. On the other hand, if there is not a willing party to take responsibility, it appears there may be an uptick in incarceration for public intox for addicts. The WVDCR could not estimate an increase or decrease in costs.
