Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The fiscal impact of this draft bill is difficult to quantify. It appears that some offenders, if they would have a responsible party able to take them in, would avoid incarceration, thus saving money on a stay within the regional jail system. On the other hand, if there is not a willing party to take responsibility, it appears there may be an uptick in incarceration for public intox for addicts. The WVDCR could not estimate an increase or decrease in costs.
