Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to establish uniform and expedited credentialing standards for Medicaid providers and require electronic submission of credentialing applications. The bill further directs the Department of Human Services to transition to a unified statewide electronic credentialing system. The Department estimates a the fiscal impact of this legislation for the initial year of $4,000,000 (state = $880,000/federal = $3,120,000). Estimated ongoing costs for operational years is estimated at $3,200,000 (state = $800,000/Federal $2,400,000).

Explanation of above estimates (including long-range effect):


Estimates are based on quotes from current Department contractor. Credentialing for Design, Development, and Implementation (DDI) will be a one-time fee upon implementation at a 90/10 split of $800,000. (Federal - $800,000*90%=$720,000, State - $800,000-$720,000=$80,000). Annual operations for credentialing will be an ongoing cost at a 75/25 split of $3,200,000. (Federal - $3,200,000*75%=$2,400,000, State - $3,200,000-$2,400,000=$800,000).
