Effect this measure will have on costs and revenues of state government.
This legislation, in its current form, establishes a mobile school safety and security training team within the West Virginia Department of Homeland Security. It also permits certain school personnel to carry a firearm on school property. Because the program would be administered by the Department of Homeland Security, it is recommended that the Department of Homeland Security prepare the Fiscal Note for this bill.
Regarding the proposed bonus for school personnel, it is not possible to accurately estimate the cost at this time, as the number of individuals who may meet the requirements is unknown.

Explanation of above estimates (including long-range effect):
This legislation, in its current form, establishes a mobile school safety and security training team within the West Virginia Department of Homeland Security. Memorandum
For reference and consideration, WV code ยง15-2D-3(b)(1) establishes a School Safety Unit within the Division of Protective Services. Some of the responsibilities identified in this bill appear to overlap with those provided by the School Safety Unit.
