Effect this measure will have on costs and revenues of state government.

The immediate fiscal impact to the WVDCR based on current filled positions currently eligible for the 3% increase would be $2,162,806.48 from the General Revenue.
The future impact (first 4 years using current staffing to quantify) to the WVDCR based on current filled positions becoming available for the 3% increase as indicated in the draft bill would be $567,121.97 to the General Revenue.
Note** This draft bill indicates that this would be an ongoing 3% increase to eligible positions once they have reached their 3rd year with the agency. This ongoing expense is difficult to quantify. The fact that the increase is a base building salary adjustment and would be added to personal services, would mean that the funding would be available within that line for the next position that became eligible for the increase. The future fiscal impact should be minimal once the initial four (4) year period passed.
