This proposed legislation provides $2,500 salary supplements to certified athletic directors. In its current form, this proposal has an estimated cumulative cost to the West Virginia Department of Education under the Public School Support Plan (PSSP) of $454,476 annually.

Explanation of above estimates (including long-range effect):


The maximum estimated cost to the State under the Public School Support Program (PSSP) for the proposed $2,500 supplement for certified athletic directors is $454,476 for 2026-27 and annually thereafter, subject to legislative appropriation. However, the actual cost of the proposed legislation is dependent upon athletic directors obtaining the national designation and submitting appropriate certification to WVDE. The cost estimate is based on data submitted by county boards of education regarding athletic directors employed during the 2025-26 school year. While the proposed legislation authorizes a $2,500 state salary supplement, it does not require a specific appropriation or guarantee funding beyond amounts provided in the enacted state budget. Accordingly, payment of the supplement is contingent upon the availability of appropriated state funds. The legislation also references the potential availability of up to $600 per eligible employee for training costs necessary to maintain certification. However, the West Virginia Department of Education does not maintain sufficient data to estimate the number of individuals who would participate in such training. As a result, the total cost associated with training expenses cannot be reliably estimated and would vary statewide based on employee participation and certification status. Please note, county boards of education will incur additional costs for personnel employed in excess of funded, personnel employed in positions not eligible for state aid funding, and personnel employed using other funding sources such as state or federal grants and would be required to cover any additional cost should the legislature not appropriate sufficient funding. Those additional county costs are not included in the above estimates. The West Virginia Consolidated Public Retirement Board (CPRB) should also be consulted to obtain the additional cost to the State due to the impact of the proposed salary increases on the unfunded retirement liability for the Teachers' Retirement System (TRS).
