Explanation of above estimates (including long-range effect):


This proposed legislation, in its current form, provides no additional cost to the State. Any additional cost/savings would be borne by the county boards of education, however, any potential estimated annual cost/savings to the county boards of education is indeterminable at this time. Possible savings include reduced substitute costs due to directors being used as substitutes in the classroom and reduced administrative costs from sharing treasurers. Requiring boards to “provide incentives” to share treasurers creates a potential additional cost. These incentives are not defined but could include pay differentials, stipends, contracting costs, and travel reimbursement. The WVDE does not have the necessary data to determine what flexibility provided in this legislation will be used by the county boards of education, therefore, the potential cost/savings are indeterminable at this time.



Memorandum


The proposed legislation speaks to the ability of sharing treasurers among county boards. The current code section is interpreted by the WVDE that each county board must employ a treasurer as a full FTE. There may need to be additional clarifying language added to set parameters around this flexibility.
