Explanation of above estimates (including long-range effect):
The amount above is the cost reported by a Class 1 county if 10% of all employees were to be tested at the effective date of this legislation. This amount also includes the testing of all new hires. The cost to counties would vary from year to year depending on the number of new employees hired and the random testing of 10% of current employees on an annual basis.
