Explanation of above estimates (including long-range effect):


The additional cost to DEP for quarterly public notices in newspapers of general circulation per §22-37-3(d) assumes a 500 word legal notice is published in each county and assumes the most conservative public notice and affidavit fee of $110/ notice. The increased cost for public notices is $6,050/quarter or $24,200/year. The quarterly public notices asking citizens to report suspicious activity will presumably result in a marked increase in complaints of this nature to investigate. It is anticipated that 1 FTE enforcement position will be required in each of the 4 regions to investigate the complaints. The cost per FTE position ($108,042) is based on the 2025 DAQ average for the Technical Analyst/Engineer Series and 2026 fringe benefits or $432,168/year. Based on an internet search, it is assumed that a pyranometer (~$600) and a particle spectrometer (~$15,000 - $150,000) would be required in each of the 4 regions to assist with the investigations. The most conservative amounts were used to calculate the one-time equipment costs of $602,400.
