Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to improve health, reduce health care usage and costs and help prevent disease through nutritional wellness and prevention measures and allow for nonpharmacological alternatives to enrollees who choose them. The bill requires that health insurance policies provide coverage for nutritional wellness and prevention that is shown to be beneficial to the enrollee and recommended by the enrollee's physician. Although PEIA isn’t impacted by this bill currently due to it impacting Chapter 33 entities only, an estimate is being provided.
PEIA cannot determine the cost of any dietary or nutritional supplements until a list has been compiled and level of benefit is established. However, PEIA currently provides coverage for FDA approved nutritional supplements prescribed by physicians. PEIA had 50,000 claims in this category in FY ’25 at a plan cost of $3.87 per claim. Utilizing existing data and assuming an additional 10,000 claims at a cost of $4.06, PEIA estimates an increase in cost of $41,000.
