Memorandum
The proposed legislation does not appropriate money or change the potential funding sources noted in current law. Instead, the proposed legislation primarily changes the fund's name, incorporates the West Virginia Professional Charter School Board (PCSB) into the application, assessment, and awarding of available funds, and changes the criteria for award determination. Additionally, the PCSB staffing level is sufficient to absorb the administrative duties associated with the proposed legislation. Therefore, no additional costs or revenue are associated with the proposed legislation.
