Explanation of above estimates (including long-range effect):

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Currently, there are 112,519 active concealed weapon permits statewide. During calendar year 2024, a total of 20,221 concealed weapon permit applications were submitted. The precise fiscal impact of this bill cannot be determined with certainty, as the number of active-duty military service members who may apply for a concealed weapon permit in any given year is unknown. However, for purposes of this fiscal note, it is assumed that approximately 1 percent of annual applications would be submitted by active-duty military service members who would be exempt from the applicable fee under this bill. Based on this assumption, the bill may result in an estimated annual revenue loss of approximately $5,055.
