Effect this measure will have on costs and revenues of state government.


DOH finds it relevant to provide the body with an accurate fiscal representation of this bill after conducting additional research and gaining a better understanding of the implementation model. The original fiscal note submitted by DOH was based on a 2020 study in Pennsylvania. Further discussion revealed that implementation would model a program prompted by legislation in 2025 by the State of Kentucky. In summary, cost efficiencies were identified by Arkansas, Indiana, Ohio, and Kentucky following the publication of the Pennsylvania study in 2020.

Explanation of above estimates (including long-range effect):


The DOH anticipates 200 labor hours at a rate of $36/hour to administer the program in addition to approximately $500K to deliver the technical and signage components of the bill. This is based on cost associated with a similar program implemented by the State of Kentucky in 2025.



Memorandum


DOH did not include the estimated increase in revenue realized by states with similar legislation, because revenue generated by additional citations in work zones would not be deposited into the State Road Fund. Similar legislation has been credited with revenue increases that significantly exceed the cost of administering the program in other states.
