Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. The Commission contends that the bill will have no impact on the revenues and expenses
of the Commission and the State of West Virginia.
Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
The Commission has grave concerns with this bill and opposes its passage. Exempting
commercial carriers of solid waste from Commission regulation will result in fewer
commercial carriers as the larger competitors will force the smaller carriers out of
business. As a result, some areas in West Virginia may not have access to a commercial
carrier.
When the smaller competitors are forced out of the commercial business, they will
increase the residential rates to cover their operating costs. As residential rates
increase, residents will utilize other options for solid waste disposal to avoid the
higher rate. Such avoidance will result in even higher rates to the remaining customer
base.
