Effect this measure will have on costs and revenues of state government.
This bill would prohibit elected members of the legislature from receiving any compensation or expense reimbursement until the member passes a drug test for all known illegal drugs and any legal drugs for which the member does not have a prescription. The cost of the test, according to the language of the bill, would be paid by each member.

Explanation of above estimates (including long-range effect):
The bill does not create a new expense as the cost of the drug test is to be paid by the legislators per the bill language. No new program is created, rather the bill adds a requirement for legislators to be eligible to receive compensation and expense reimbursement.
Cost avoidance in the amount of a member’s eligible compensation or expense reimbursement would be realized in the event a member would fail to submit to a drug test or fail the test due to the presence of illegal drugs or legal drugs they are not prescribed.
It is difficult to estimate this potential cost avoidance as the length of time someone may not be in compliance with this provision could vary as well as the variance in the amount of expense reimbursements or compensation each member may be eligible for during that time.
