The WVDCR believes the fiscal impact of this DRAFT legislation would be minimal, but cannot quantify an amount at this time. Any time there are limits to housing options for an offender being released on parole, it makes it more difficult to solidify a home plan. The offender must have a home plan to be released on parole. With that being said, there are currently 14 incarcerated individuals at this time serving a sentence for the charge of terroristic threats. The cost of housing an inmate in a prison facility is $132.74 a day.
