Effect this measure will have on costs and revenues of state government.
The purpose of this bill relates to the Workforce Readiness and Opportunity Initiatives Act, establishing the West Virginia Micro-Credential Program, expanding the apprenticeship training tax credit, allowing for independent contractors to have portable benefits which hiring parties can contribute to without altering the nature of the relationship, providing for tax treatment of portable benefits, and eliminating barriers to professional licensures for military trained applicants.

Explanation of above estimates (including long-range effect):
$100,000 for personnel costs for data analyst to provide coordination and support with existing micro-credential initiative ($70,000 salary, $30,000 benefits) – This cost assessment only addresses the West Virginia Micro-Credential Program aspect of the bill, as it is the only part that falls under the purview of the Higher Education Policy Commission or the Council for Community and Technical Colleges.
