Effect this measure will have on costs and revenues of state government.
HB5525 will establish a new fund for the administration of enhanced water quality standards and replacement of lead service lines within all Southern public water systems and requests that the legislature appropriate $10 million annually for water improvement programs. Any fines collected pursuant to the proposed Act would also be deposited into this new fund.

Explanation of above estimates (including long-range effect):
Upon full implementation of this bill, WV DEP expects to incur personnel costs for inspections and compliance determinations; as well as, to administer the loan/grant program. Due to the unknown workload expected, it has not been determined whether a new employee(s) will be hired or current employee(s) will be assigned these responsibilities. However, section 22-37-9 of the bill provides funding that could cover the cost of administering the program, so it is not expected that the current WV DEP funds will be significantly affected.
