Explanation of above estimates (including long-range effect):
Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
There are currently approximately 1,000 total convictions associated with the criminal statutes referenced in the bill, with an estimated 50 new convictions occurring annually. It is assumed that the legislation would apply prospectively and would not be retroactive.
The estimated cost to modify the Computerized Criminal History (CCH) system—used to access criminal history records and update case dispositions—is $10,000. Website modifications are projected to cost approximately $5,000.
Payment processing fees are estimated at $1–$2 per transaction, plus 3% of the total transaction amount. Based on an estimated 50 annual convictions and a proposed $125 fee per individual:
• $125 × 50 = $6,250 in annual revenue
• 3% of $6,250 = $187.50 (rounded to $188)
• $2 × 50 transactions = $100
Total estimated annual payment processing costs are approximately $288 for year one.
In Year 2, the total number of individuals listed in the database is projected to be cumulative, reaching approximately 100 convictions. This would result in an estimated $12,500 in total revenue. Foreseeable payment processing expenses are projected to be approximately $575 for that year.
