Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This program will expand an existing program to include fire code officials, fire code inspectors, and fire code plans examiners that would operate within municipalities that want to employ personnel certified in these fire code disciplines. The benefit of this proposed program expansion will be for municipalities that want to employ personnel certified in these fire code disciplines and enforcement authority at the local level. The proposed program would also empower municipalities that want to employ personnel certified in these fire code disciplines with the authority to service their local business community within specific occupancies. The benefit to the State, and particularly to the State Fire Marshal’s office, would be that those municipalities that want to employ personnel certified in these fire code disciplines would help us to achieve additional compliance with the fire inspection and enforcement duties this office provides. We'd also anticipate some reduction of administrative time from the state depending on the number of cities that participate in this voluntary program. The State Fire Marshal’s office is tasked with inspecting all structures and facilities subject to the State Fire Code including, but not limited to, state, county and municipally owned institutions, all public and private schools, health care facilities, theaters, churches, and other places of public assembly. For municipalities that want to participate in this program and employ personnel having certification in these fire code disciplines, inspections can be performed locally in municipal occupancies along with all new construction and major renovations of all types.

Explanation of above estimates (including long-range effect):


There should be no increase to our expenses for personnel services because we currently have staff within the existing program. Any amount of increased expenses or revenue would be dependent upon the level of participation in the expanded program by municipalities seeking to employ personnel certified in these fire code disciplines. Estimates on increased revenue would be generated contingent upon the number of individuals that participate in the expanded program within municipalities. For example, there could be personnel from the current 13 paid fire departments requesting certification in the fire code disciplines at a cost of $50.00 for each licensee.
