Effect this measure will have on costs and revenues of state government.


The Division would be responsible for implementing a similar program to the Adopt-A-Highway Program but for secondary roads in West Virginia. Although the programs themselves might have similar intent, the Adopt-A-Road Program seems to allow for more maintenance activities than just litter pickup along the secondary road. DEP is also responsible for the Adopt-A-Highway Program and maintains the application process. Finally, as DEP maintains the list, it is unknown what percentage of the Adopt-A-Highway Program has been adopted out.

Explanation of above estimates (including long-range effect):


The Division estimates that it spent approximately $20,000 in 2025 for the Adopt-A-Highway Program; therefore, the Division estimates that the Adopt-A-Road Program would have similar funds allocated to it. Furthermore, the Division spent approximately 5,000 hours collecting the trash bags of litter that volunteers collected. Thus, at $20/hour at approximately 5,000 hours, the Division estimates a cost of $100,000 in labor hours every year.
