The purpose of this bill is to require health insurers to provide coverage for scalp cooling systems for the preservation of hair during cancer chemotherapy treatment.
The Department estimates a fiscal impact related to this bill of $585,000 (state = $104,598/federal = $480,402).

Explanation of above estimates (including long-range effect):
Adult Medicaid patients with cancer diagnoses in calendar year (CY) 2024: 6,000
Percentage of patients with cancer that receive chemotherapy treatment: 25%
Scalp cooling systems are intended to prevent the development of chemotherapy induced alopecia. The percentage of patients that develop chemotherapy induced alopecia as a proxy for the percent of patient that will use scalp cooling treatment: 65%
In rural areas scalp cooling treatment is available less than 50 miles away for 20% of chemotherapy infusions
Average cost of scalp cooling treatment: $3,000
Fiscal estimate: (6,000 * 25% * 65% * 20%) * $3,000 = $585,000 (state = $104,598/federal = 480,402). Blended Expansion and Regular FMAP used = 82.12%.
