This legislation clarifies the responsibilities of the West Virginia State Police with respect to the Central Abuse Registry and associated fee payments. The estimated fiscal impact is $82,443 in the first year and $72,443 in each subsequent year.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The cost estimate provides for the hiring of one Registry Analyst to manage the additional duties outlined in this legislation. The total annual cost for this position, including salary and benefits, is $57,690. PEIA Reserve Transfer (1% of salary) which is paid out of current expense is $333. One-time software modification costs to implement tracking of payments for registrants are estimated at $10,000.
