Explanation of above estimates (including long-range effect):
We have examined the provisions of the proposed legislation (House Bill 5044) and we have reached the conclusion that the explicit requirements of the Bill will not result in any currently quantifiable direct financial impacts to State agencies. Our initial assessment leads us to believe any needed changes in the grant application processes of State agencies can likely be accomplished using existing resources in the normal course of established job duties. However, we do not have the necessary information to assess any potential costs which might be incurred by the respective counties to make changes in their grant processes. Also, at this juncture, we do not have the necessary information to assess what, if any, financial resources might be made available to otherwise effectuate the Rural County Stabilization Program.
