Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Length of confinement in a regional jail facility before conviction varies. ("cost of incarceration" as cited in this DRAFT bill would be days billed at the per diem rate for the charge of conviction) If we use FY 25 as an example - $49,139,835.08 was billed to the counties in FY25 and roughly 90% of all sentencing orders have time served included; impact would be $44,225,851.60 that would need to be reimbursed to the committing counties from the WVDCR (general revenue) for FY25. NOTE: 90% is a conservative estimate on sentencing orders that include credit for time served.
