Effect this measure will have on costs and revenues of state government.
This bill authorizes the DOH to equip maintenance vehicles with green flashing lights to increase visibility during winter snow events and other adverse weather conditions. It will also let the public and other users of the road (e.g. first responders) to quickly know and identify DOH work and workers. The cost associated with this bill varies based on the lighting package installed on each vehicle. As the bill is permissive, the DOH intends to incorporate green lights into the existing fleet as vehicles receive routine maintenance.

Explanation of above estimates (including long-range effect):
Current DOH lighting contractors provided a cost estimate of approximately $300 per vehicle for base level green lighting. There are approximately 1200 DOH trucks that will receive this type of lighting, with approximately 20% of those vehicles being equipped with green lights in the first fiscal year. The full implementation cost reflected above is the total cost of equipping all 1200 vehicles DOH intends to equip, but this will not be a one-time expense and will occur over time.
