Effect this measure will have on costs and revenues of state government.
This proposed legislation increases the professional educator and service personnel ratios by 3 positions per 1,000 students. In its current form, the proposal will provide an additional 720.82 professional educators and 715.88 service personnel to county boards of education statewide at an estimated cost of $86,634,763 under the Public School Support Plan (PSSP). This includes the estimated cost for salaries, fixed costs, current expenses/substitute costs, retirement, and PEIA for the additional positions.

Explanation of above estimates (including long-range effect):
The proposed legislation will increase the professional educator and service personnel ratios by 3 positions per 1,000 students. This increase will provide an additional 720.82 professional educators and 715.88 service personnel to county boards of education statewide under the Public School Support Plan.
The estimated cost of the proposed legislation is $86,634,763. This includes the estimated cost for the salaries, fixed costs, current expense/substitute costs, retirement and PEIA for these additional positions and is broken down as follows:
Step 1 – Allowance for Professional Educators - $38,741,731;
Step 2 - Allowance for Service Personnel - $21,520,088;
Step 3 - Allowance for Fixed Charges - $4,959,548;
Step 6b&c - Allowance for Substitutes - $1,506,545;
