Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Memorandum
House Bill 5430, if enacted, requires an annual dispensing fee study; limits amounts charged by pharmacy benefit managers; prohibits certain pharmacy benefit manager contracts with West Virginia Medicaid and the West Virginia Public Employees Insurance Agency; and requires implementation of a pharmacy cost containment tool.
HB5430 would create additional duties within the Offices of the Insurance Commissioner due to the dispensing fee study but it is estimated to have minimal fiscal impact to the the OIC.
As this bill amends their respective Code sections, it is recommended that PEIA and BMS be consulted regarding the fiscal impact on their programs.
