This legislation would authorize counties, at their option, to operate countywide voting centers. It is estimated that the costs would be minimal. Non-fiscal impact issues are addressed in the summary section of this fiscal note.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.



Memorandum


Issues identified by counties are: 1) The need for additional voting locations 2) The need for additional voting machines and poll books 3) The need for additional programming for machines and poll books 4) The need for additional poll workers (Counties now have a difficult time finding poll workers) 5) Acquisition of internet wifi devises for use in connecting the electronic pollbooks to vendor's servers to sync up the pollbooks 6) Record keeping difficulties in registering the ballots for each location for voters that utilize paper ballots. 7) Confusion of voters as to where to vote One county offered the following: "We do not use electronic poll books and are reluctant to move to them because most of our poll workers are aged and apprehensive of the electronic equipment. Many of our long-time poll workers quit being available to work when electronic voting machines were added. Until younger, more technology friendly workers can be recruited and trained, we will continue to see a decline in availability and experience poll worker staffing issues."
