The West Virginia Lottery Commission currently shares lottery prize-winner data with the Department of Health and Human Resources (now the Department of Human Services) for purposes related to Supplemental Nutrition Assistance Program (SNAP) eligibility verification.
Because data-sharing procedures are already in place, implementation of HB 5645 would require only minor administrative adjustments to formalize the interagency agreement and ensure compliance with the specific statutory requirements set forth in the legislation. Any associated administrative or technical modifications are expected to be minimal and absorbable within existing resources.
Fiscal Impact: Negligible.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
The Lottery Commission is already providing relevant prize-winner data to the Department for verification of benefit eligibility. HB 5645 does not require the creation of a new reporting system or program. Any necessary adjustments to align current practices with the statutory language would be administrative in nature and are not expected to result in additional measurable costs.

The West Virginia Lottery Commission currently engages in data sharing with the Department of Human Services regarding lottery prize-winners as it relates to SNAP eligibility. As a result, HB 5645 is not expected to create significant new administrative or operational burdens. Any required modifications to existing agreements or procedures can be managed within current staffing and appropriations.
Accordingly, the bill is anticipated to have no significant fiscal impact on the Lottery Commission.
