Effect this measure will have on costs and revenues of state government.
This bill would create a new fund for building and maintaining public roadways for developments that are typically rural. If effectuated, this bill's program would provide for the reconstruction and improvement of roads serving residential neighborhoods and subdivisions.
The Neighborhood Access Road Fund may be used for the benefit of construction, or upgrade of public access roads that: (1) Serve residential neighborhoods or subdivisions to connect to an existing state road; (2) Serve expansion phases of existing residential neighborhoods or subdivisions; or (3) Provide improved access to existing residential neighborhoods where it would be to the benefit (as defined in the bill) of West Virginians.

Explanation of above estimates (including long-range effect):
The above estimates contemplate the development of 1 neighborhood access road per year at a cost of $750,000. The number of roads applied for and accepted by the DOH cannot be known at present. Additionally, each road will bear its own cost which could be more or less than $750,000.
Memorandum
A new Neighborhood Access Road Fund would be created for the reconstruction and improvement of neighborhood access roads. The funding would come from legislative appropriations, grants, federal funds, and other funds specially designated for assignment to the Neighborhood Access Road Fund.
