The purpose of this bill is to create the Sustainable Child-Serving Workforce & Foster Care Modernization Act. The Department anticipates a fiscal impact of $1,774,070 ($1,054,194 state/$719,876 federal) should this legislation pass utilizing the Employment Cost Index.

Explanation of above estimates (including long-range effect):


Last year, child placing agencies received approximately $42,543,633.71 for the youth in foster care placed in their licensed homes. If BSS implemented an increase for SFY 2027using the Employment Cost Index (ECI) at 4.17% to account for cost of living, the amount is estimated to increase by $1,774,070 . If we use the the CPI-Medical Index of 3.9% increase the estimated in crease for FY2027 is $1,659,202. SFY 2027 - Using the ECI Index- $1,774,070 SFY 2027 - Using the CPI Index- $1,659,202 Based on the calculation for SFY2027 using the Employment Cost Index (ECI) at 4.17% The State Share = $1,054,194 and Federal Share = $719,876 for a total Sum of SFY 2027 - $1,774,070 Based on the calculation for SFY2027 using the (CPI) Medical Index of 3.90% The State Share = $985,937 and Federal Share = $673,265 for a total Sum of SFY 2027 - $1,659,202



Memorandum


This bill will result in an ongoing fiscal impact to the Department of Human Services. Rebasing foster care rates to reflect current costs, along with annual index-based adjustments, will increase state and federal expenditures over time. The overall impact will depend on implementation within existing program operations and funding structures, but costs are expected to grow as rates are updated and adjusted for inflation. Any incentive payments related to workforce retention and placement stability would be incorporated into the current foster care payment framework.
