Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to expand the method of drug testing from urine to include other bodily fluids.
The Department estimates the cost of the expanded drug testing could be between $22,500 and $72,500 if either blood or saliva were used in lieu of the current urine testing. Cost of blood and saliva testing is higher than urine testing. An exact amount cannot be quantified without knowing the mix of tests completed.

Explanation of above estimates (including long-range effect):
The Department estimates there will be an average of 500 tests per year based on current trends. If the Department were to use the blood test exclusively, the additional cost would b $72,500 (($175-30) x 500). If the Department were to use the saliva test exclusively the additional cost would be $22,500 (($75-30) x 500)
Assuming an even mix of all three tests the additional costs would be $31,720 ((($175-30) x 167) + (($75-30) x 167) + (($30-30) x 166)).
Memorandum
The bill is not specific to determine when blood or saliva would be more appropriate than urine testing. Without that information , an estimated mix of testing can not be determined.
Per estimates provided by our current TANF drug testing vendor, RN Expertise, estimated costs of blood testing is $175 per test and saliva testing is $75 per test. Both are higher than the approximate $30 per test of the current urine testing contract.
