Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to authorize model Community Health Equity Initiative Demonstration Projects which use existing state and local resources to promote community health and well-being. The bill authorizes the Commissioner of the Bureau for Public Health to establish projects with eligibility requirements; and provides for the administration of projects. Additionally, the bill establishes the Minority Health Advisory Team including its composition and duties. This bill would establish the Minority Health Advisory Team and initiate a Community Health Equity Initiative Demonstration Project as authorized by the Commissioner of the Bureau for Public Health. The Department anticipates the fiscal impact from this legislation to be $94,493.

Explanation of above estimates (including long-range effect):


Based on the proposal language and perceived responsibilities of the Coordinator, the Department would recommend a Program Manager I position to serve in this capacity. Funding for one (1) FTE - Program Manager 1 (Coordinator of Minority Health Advisory Team). Current average salary for a PM 1 is $69,995 plus fringes of $24,498 (35%) for a total of $94,493.



Memorandum


As the community initiative awards will be determined by the Advisory Team upon establishment of the demonstration project, estimates are not included in this fiscal note. (Resources. A demonstration project may receive funding and other committed resources from government, nonprofit, private sector, and community organizations). Additionally, the impact of evaluation requirements for community initiatives should be considered as well. Typically, evaluation is funded at 10% of the overall award. These costs would need to be anticipated and built into funding sources identified by the Advisory Team. Additional funding may be needed in future years to implement activities in the state plan and to implement the lessons learned from the demonstration projects and to support evaluation of programming moving forward.
