Explanation of above estimates (including long-range effect):
With the elimination of the Division of Air Quality, no revenue or expenditures would be incurred. However, annual collections of operating fees and permits, averaging $5.8 million, would no longer be collected by the agency.
Memorandum
By eliminating the air pollution control law, the state will no longer have primacy to administer and enforce federal air quality regulations. Enforcement will defer to the USEPA to enforce these same regulations from a federal level.
