As written, this Bill will create a new program and increase expenses for the Department. The Department will incurr costs for developing the applicaiton process and administering the program. The Department will also see an increase in costs for the purchase of valuts, the care of the grounds and burial plots. This will also increase Personnal Services as additional groundskeepers will be necessary to accommodate the increase in burials.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
As written, the Bill states the Burial Equity Fund is solely for the purpose of providing grants to assist with the burial costs, therefore the Department's existing general revenue budget would see increased costs for administering the program, as well as groundskeeping costs for the additional burials. Long term, broadening eligibility will accelerate the need to expand the cemetery, including construction of an additional columbarium. Cemetery expansion estiamtes are unknown at this time and not included in the above totals.
