Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


Creation of a non-denominational Capitol Chapel would first require selecting adequate space within the Capitol suitable for such an area. The majority of the space of the State Capitol is utilized by various Constitutional Offices, and is therefore exempt from rent. Thus, there would likely be no deleterious effect to rental revenue for the Department of Administration. However, if a Constitutional Office is relocated in order to provide space for the Chapel, it may face challenges acquiring alternative space. This fiscal note assumes that such space would require an initial, albeit modest renovation and/or furnishing of the space to match the purpose. The desired size of the space would most heavily impact these costs. For the purposes of this Fiscal Note, it is assumed that a 500 square foot space would satisfy the intent of the legislation. The difference between the current state of the available space and the anticipated level of finish would also impact cost. For the purposes of the Fiscal Note, it is assumed that space currently finished as office space (as it is most prevalent in the Capitol Building) would be utilized. The most modest renovation could include as little as providing for updated door signage, fresh paint, providing serviceable seating such as folding chairs, providing a podium or lectern, and making minor changes to lighting. It is estimated that this level of renovation could occur for as little as $10.00 per square foot, or $5,000.00. A more intricate, but still somewhat austere, renovation could involve providing these updates, but also providing new carpeting, multi-tonal painting or other decorative wall and ceiling finishes, renovating lighting to provide for more indirect lighting (such as wall sconces), providing an upgraded public address system, and providing more decorative furnishings. A mid-range renovation of this type could occur for approximately $50.00 per square foot, or $25,000.00. A hypothetical robust renovation could involve these aforementioned updates, but also consider architectural reconfiguration of the space, to include features typically observed in chapels, such as a raised dais, ornamental windows, and other ornate decorative elements. It is difficult to estimate the cost for these aesthetic considerations, but it is generally believed that $200.00 per square foot, or $100,000.00, should be able to satisfy this robust level for renovating.

Explanation of above estimates (including long-range effect):


It is generally understood that the Department of Administration would provide for these renovations, through the use of a General Revenue Appropriation for the building renovations, but that private donations or grants could be sought for furnishings, if an Appropriation did not cover such expenses. Barring a very robust renovation, it is believed that the Department of Administration could design such renovations at the behest of the Capitol Chapel Advisory Committee proposed by the legislation. This design service could be provided within General Services' existing operating budget, eliminating the need for any consideration for a markup to renovation costs for outside design. It is also believed that there would be only a trivial difference in the costs to maintain a chapel space, versus an existing office space. For the purposes of this Fiscal Note, the mid-range estimate is used for the Fiscal Note Detail. Given that the proposed legislation would be effectuated immediately upon passage, but that it requires formation of an advisory committee, and that a location would need to be selected and then likely renovated thereafter, it is assumed that the project would be completed entirely within FY2026.

The preceding Fiscal Note Summary provides a broad range of estimates because the proposed legislation does not specify the size, location or level of finish anticipated for the Capitol Chapel.
