This legislation, in its current form, creates the West Virginia Comprehensive Childcare Program Act, which moves the administration of Birth to Three Program, currently administered by the Department of Human Services, and the Head Start Program, a federal program, under the West Virginia Department of Education.
Although this legislation would have a major fiscal impact on the West Virginia Department of Education, it is too vague for the WVDE to formulate an accurate cost estimate.
