Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The purpose of the Committee Substitute for HB 2543 is to require agencies to include in the form submitted to the Legislative Rulemaking Review Committee ("LRMRC") with any legislative rules a statement of economic impact on the state, its residents, and those doing business in the state that considers five listed criteria. Agencies are already require to provide a short statement of economic impact in the notice of emergency rule, notice of public comment, and agency approved forms as part of the legislative rulemaking process. Additional statutory clarity and directive on the criteria to consider when completing that part of the rulemaking forms is not expected to add materially to agencies costs.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. Agencies are already require to provide a short statement of economic impact in existing rulemaking forms. Additional statutory clarity on the criteria agencies should consider when completing that part of the rulemaking forms is not expected to add materially to agencies costs.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The Committee Substitute is not anticipated to have the costs associated with the Introduced version because the Committee Substitute removes the more costly requirement that agencies also provide a detailed (expert-prepared) economic impact statement for certain rules.
